I have gone through and cleaned up some comments on the last ~10 years of
Chilean legislation and updated links to Diario Oficial. In doing so, I
noticed that we modelled the similar change in 2016 for Magallanes Region,
also resulting in no change to wall-clock time, as a change to the standard
offset effective on the publication date of the decree, so I've done the
same with Aysén in the attached further patch. This additional change only
affects the obsolescent isdst flags.
We should have a new release out soon, but unfortunately the late
announcement likely doesn't leave enough time for the change to be fully
propagated before it takes effect. Folks who only care about future
timestamps could switch to Magallanes time (America/Punta_Arenas) as a
temporary workaround.
