So, I think you have an AdditionalConfiguration.php with "[GFX][image_processing] = 0", therefore it is shown in your "All Configuration" like that. Saving configuration in Install Tool saves it in LocalConfiguration.php, therefore you can see, "dass alles gespeichert/geschrieben werden konnte". But AdditionalConfiguration again overrides this change and you see, that it is 0 again.
