Unfortunately it does not :(
I personally do not use the ZIP download but a SVN client.
With V8 and installed DXe3InstallVclFmx.groupproj I'm not
able to reproduce the error.
Then I compared the ZIP and the SVN files and just found that 
Samples\Delphi\PlatformDemos\Ics.Fmx.DemoUtils.pas was missing
in the ZIP download, which is clearly a bug, however nothing 
that should cause the error you reported.
