In passive mode, the FTP server offers an IP address and port for the client to connect to, you have no control over what ports it chooses. Since it returned a 10.x address, I guess the server is also behind a NAT firewall, it should have offered a public address in the passive response. Try connecting to our ICS SSL FTP server on ics.ftptest.org, with login anonymous. It works for me from behind a NAT router here with SSL. The FTP server has remotely accessible logging to see who is accessing it. I can give you a private login if you need to upload stuff.
