There are three different versions of HtmlViewer under development. 11.2 - from Goggle Code or GitHub is the stable version and what I'm using. SVN is being updated every couple of days, including my own bug fixes found testing the new demo. Supports Unicode for Delphi 2009 and later, or 6-2007 with TNT Controls. 11.5 - from Github is the latest version available as source and where the main development appears, including changes from 12.0, but my testing showed various problems. 12.0 - executable demo only from Github, will support HTML 4.01. CSS 2.1. 10.2 is an old version without Unicode support.
