Since this new function seems to be intended to compress part of a file, something not mentioned anywhere, it seems strange there is no decompress part of a file function? I feel this should be added to ICS, once it is needed in a high level ICS component so it can be tested properly, such as sending a partial file by HTTP or FTP.
