Not sure why you want ICS-V6. ICS-V7 is current one ! The oldest C++ Builder version supported is 2006. The oldest Delphi version supported is 7.
You should upgrade your C++ Builder 6 to C++ Builder XE. There is a new C++ Builder Starter Edition which is priced at USD199. See Embarcadero website for details. Note: ICS has not been tested with that version but should work.
