Only until I finish testing and remove the old stuff.

Only one thread to run TIcsThreadTimer, and the old TTimer used a thread
anyway, so nothing extra.  And there is only one TIcsThreadTimer for all
ICS components, instead of one thread for each separate TTImer, so lots
of potential savings. 

At least I assume Windows timers use a thread, not really any other way
they could run.
