I've tested the server using Windows command line and using FileZilla
client.
I created a file named "a.txt" and another ".b.txt".
When listing files, ".b.txt doesn't appear neither with command line FTP,
nor FileZilla client. The server simply doesn't send the file in the
directory listing. The file is there because I can download it.
This is defenitely not an ICS problem. Please check your FTP server
documentation to see why file names with a dot as the first character is not
shown in the list and how to make it listed.

on another server unix i have tried it work, i have tried with the demo
OverbyteIcsFtpTst.dproj with same result on proftpd i don't see .dir .file
