Hello ICS, I found the problem, it was
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\TcpWindowSize set to 16 Mbyte on my Windows Systems. Thanks for your support and your time! You have helped me very very much!
