If that were only clear? :( I changed the DCC32 | Debugging | Symbol Reference Info from Definitions Only to Reference Info for the ICS packages and the error was gone. However turning all back again and rebuild worked as well. This was C++ Builder 2007, Builder 2009 and 2006 worked fine with the default switches.
