No idea about this file. It's not an ICS file.

Del60Sam.bpg is ICS V5 project group for Delphi 6.
OverbyteICS prefixed files are ICS V6 files (V6 doesn't mean for D6).
MailSnd sample exists in both ICS-V5 and ICS-V6 but it looks you have
somewhat messed versions. This may happend when you open an ICS-V5 sample
while you have ICS-V6 package installed. The IDE automatically add the V6
files to the uses clause.

I suggest you download latest ICS-V5 BETA from my website to have the
samples and component fixed.

ICS-V6 has not been tested with Delphi 6 and will not support that compiler.
Actual V6 will probably works with D6 but in the future it will start
diverging from V5 and use language features not available in D6. I suggest
you ugrade to Delphi 2006 which is a good product and offer a lot of
enhancements.
