For IE there is a good component by Maurizio Lotauro, ProxyInfo, you can find it in ICS downloads. It's not an easy task because in restricted environment you usually have proxy + firewall. Usually, a request on port 80 is simply denied and you get a socket timeout. The only safe way is reading current proxy informations. Firefox (Mozilla) save proxy info into prefs.js (inside your profile directory). ProxyInfo handles proxy configuration scripts too: it's common to have a script for automatic proxy setup (different proxies for different urls).
