Go 'Control Panel' -> 'Regional And Language Options' -> In the 'Regional Options' tab, click 'Customize'. Select the 'Time' tab.
If you specify your time format with hours as 'HH' (capitals) the mode will be set to 24 hour mode. If you specify hours in lower case 'hh' the mode will be set to 12 hour mode.
