It means exactly what it says, the FTP server does not support a CHMOD command. There is no standard FTP command to set file attributes, you'll need to ask whoever runs the FTP server whether such a command is supported and how to use it. There may be a clue as to FTP server software name after the sign-on, which might allow to seach for information.
