Well, exactly what the names implies.
When you want to access an URL on a protected webserver, you need UserCode and 
Password for the
target webserver. When you need to traverse a protected proxy to reach the 
target web server, you
need a usercode and password for the proxy. That's why you have two couples of 
usercode/password.

Note that usercode and password to access the target webserver are normally 
passed within the URL
instead of the properties.
