No clue about any change, but which Python version are you using?
I have happily `pip install`ed twisted on Windows 10 (64 bit) with 32
bit Python 3.5.1, and 2.7.11.
Only place where I had trouble was Debian 64 bit where a simple python
setup.py installed did the trick.
