That's money and

I believe that local stations, within NFL television rules*, have the final
say on what they show. Everybody (station, network, and league) is trying
to maximize ratings, and bad games with the local team usually dwarf good
games with out-of-market teams.


* Each team has primary and secondary markets, etc. Stations within those
markets are obligated to show the local team's road games. They can opt out
of a home game, but I can't remember it happening more than once.
