But what I want to focus on is the idea that there's a "required"
roadblock. So to adjust the example on the table, if NBC sent down the wire
that this was a "required" special report, but an affiliate disagrees and
decides not to take it because they don't think it's newsworthy enough to
break into programming, what happens to the affiliate.
