The Armed Forces Network negotiates broadcast rights as its own entity, usually 
getting extremely favorable rates (if not gratis), for most popular North 
American sporting events, particularly things like the Super Bowl, World 
Series, NCAA basketball tournament, etc.  There’ll be no trouble finding the 
Grey Cup live on TV at any military base in Europe (or anywhere in the world, 
or on a ship at sea, for that matter).
