I would imagine so, though I only noticed it on TVLand, Comedy Central and
sometimes Nick at Nite. (Though I can't imagine that the funky start times
could possibly help ratings... I'm not turning on the hour to see a 30 min
show that is already a third of the way through.)
The odd start times seem to be for the reruns; first-run episodes of
"Awkward.", "The Daily Show", and the like still start on the whole/half
hour.
