As you can see from the change log: https://github.com/TurboVNC/turbovnc/blob/dev/ChangeLog.md many of those features have already been completed, but there are some remaining features that are needed in order to avoid feature regression (due to the consolidation of the TurboVNC Viewers) and to address certain long-standing limitations in TurboVNC. It will take at least 50, and probably more like 100, hours to complete the TurboVNC 3.0 release, and right now, our project has no available funding. If I borrow against the General Fund when it refreshes in the April/May timeframe, then there will be no funding left for general maintenance throughout the 2021 fiscal year. If your organization could benefit from the features on tap for TurboVNC 3.0, then please consider donating toward the release or even sponsoring it (release sponsors can opt to have their logo displayed on the release pages.)
