The numeric fields are displayed using the numeric format on the language. If you have diferent settings you should create a derivative language (so all the translations are inherit) and set your custom formating.
This is how the "Spanish (Latin American)" language works. I'm wondering if you should not use this Language instead of the Spanish one as it has the numeric settings as you are requesting.
