No, deactivating accounts isn't an option I would even like to consider.
They are perfectly valid, for a given date range. 

Think of doing the closing of a fiscal year in year n+1 (perhaps in a 13
period), but the accounts of the previous year n are no more available. In the
same way the accounts of the following year must be available in advance, you
need them at latest at 00:00 of the beginning of the fiscalyear.

I am perfectly aware of the downsides of tying accounts to fiscalyear, but we
finally got no other clean solution than to use some kind of timeline on
accounts. If there is a more flexible approach it is more than welcome. We
should collect some use cases (s other mail) to evaluate, if those needs are
generic enough to fit into account, if an extension module account_timeline
would be appropriate at least for use in EU countries, or if we just have to
stick to our own solution, because we have still to comply to specific needs
for Germany.
