* debian/dbus.postinst: Check if /run/dbus exists before writing to a file
there. If it doesn't then the system bus isn't running so we don't have
anything to restart anyway.

patch to raise service_start_timeout in session.conf does nothing and
is unnecessary

Bug description:
Ubuntu has a long-standing patch claiming to raise the session service
startup timeout from 25s to 60s (with a comment saying it is raised to
40s).
However, this patch is pointless, for two reasons:
* A later directive in the same file which takes precedence, also sets the
service_start_timeout.
* That later directive sets the service_start_timeout to 120s, so even if the
patch worked as intended, it would be *reducing* the timeout.
Please consider dropping this.
