Are you able to reliably recreate this issue, when logged into your account, prior to going to the store scope? If so, can you see if there are any errors logged in /home/phablet/.cache/upstart/scope-registry.log at the exact time when you search for an app which you purchased previously, but which is not currently installed?

I logged into my Ubuntu one account, the only option in Ubuntu Store I had was buy it again. Which as it turned out just re-installed it but it wasn't obvious if I was re-buying it or just installing it again. Suggest offering an install option for previously purchased apps?
