Incomplete doc for scope.ini files

Bug description:
We need to add a section to the doc to detail all the possible
settings in a scope's .ini file. For example, right now, the
ResultsTtlType config item is effectively undocumented. The doc should
show all the scope.ini settings that are recognised, with an
explanation of their meaning and the possible range of values.
