Network Manager can connect to WPA2 PEAP networks just fine, as shown in bug 1104476. indicator-network is not responsible for authenticating to networks at all. But since you link to a page about the Aquaris E4.5, I guess you're talking about Ubuntu Touch, which currently does not have UI for authenticating to WPA Enterprise in general.
