AS barry mentioned, with no logs we hav eno info, there is one thing that "could happen". If the download manager is working and does not stop and the system image daemon is killed paused or something of the kind we might be getting in an unexpected state in the state machine where the system image daemon is waiting for the signals from udm yet udm already finished.
