I'm going to mark it as "Invalid" for unity-scope-click, because the "Apps" scope already shows translated names for apps that provide it in the .desktop file, and the "Ubuntu Store" scope already shows translated titles for click packages that are added to https://myapps.developer.ubuntu.com

If someone submits a "Google Docs" app, it will be its name, while it could be translated (in Italian "Google Documenti" for example) and be easier to identify for non-English people. As far as I know, the desktop file can have translated entries, so the app will have its name translated once installed. For this reason I think that probably the easiest way (to not duplicate efforts to the developer) would be to use these entries to show the app name translated in the different languages.
