There are three relevant states for a SIM: (A) no SIM PIN set (B) SIM PIN set, SIM locked (C) SIM PIN set, SIM unlocked. If a SIM PIN is set, when you start up the phone you have the choice to unlock it (switch from B to C) or not (stay on B). If you don't unlock it, you can't make or receive calls, send or receive SMS, or use cellular data in any app. And you probably can't predict ahead of time whether you'll want to do any of those things. Currently System Settings only lets you turn the SIM PIN on (A to C) or off (C to A), not to unlock it.
