Actually, further investigation shows this bug was reported for the
unity-control-center just a month before I posted it here. Would you
please mark this one as a duplicate of

  Mouse wheel direction inverted with the volume slider

Bug description:
  Unlike the sound indicator (on the top right of the window) and all
  other programs which let you use mouse wheel to control a slider, the
  volume slider inside the Sound Setting dialog attributes "mouse wheel
  up" to lower the volume and vice versa. All other programs attribute
  "mouse wheel up" to "volume up" which makes intuitive sense.
