I'm on 14.10 Utopic AMD64, with latest updates, and i have this same problem. Monitor never turns off although it should after 5 minutes.

I can wait as long as 10 minutes after activating the lock screen and the monitor still doesn't trun off. Then when I unlock the screen and don't use mouse or keyboard monitor will turn off (it's about 5 seconds after unlocking).
