GPS data is only added with valid altitude which means it only works

Bug description:
STEPS:
1. open the camera app
2. Swipe up from the bottom
3. Select gps
4. toggle it on
5. Wait 7 seconds
6. Take a photo
7. Open here maps
8. Wait till there is no blue halo around the location icon
9. No swipe back to the camera app and take another photo
10. compare the properties of the 2 photos in EOG and check the data tag
EXPECTED:
I expect both to have gps data
ACTUAL:
Only the image taken after a full gps fix has data
