Yes, partner-id would be enough for all the situations that we need now (in the future this may change, of course, but let's keep it simple: if "partner-id" only will be fast, let's do that soon and we'll handle the future when it arrives).

The server receives 'Mozilla/5.0', which is not very useful. The SmartScopesProxy should send the User Agent like when doing the search and preview requests, specially because in the "remote-scopes" request is needed to decide which scopes to enable for different partners.
