It sounds like a problem with PSR (panel self refresh). To test that
theory try disabling PSR by adding a kernel parameter:
GRUB_CMDLINE_LINUX="i915.enable_psr=0"
in /etc/default/grub and then run:
sudo update-grub
and reboot.
If the problem isn't solved then check the parameter has been applied in
/proc/cmdline

Bug description:
I have a Dell Inspiron 14 5400 2-in-1 laptop on which I installed
ubuntu 25.04. As soon as I booted into the liveUSB, the following
started happening: The screen would turn black (but backlit! the
display is still on) the exact milisecond that nothing was happening
on screen. When I moved my cursor, the image would appear normal
again, and would stay that way so long as I was moving the cursor, but
the milisecond I stopped moving the cursor, the screen would turn
black again. Replace me moving the cursor with any animation happening
on screen (cursor loading animation, any loading bars, any window
appearing, even animated emojis in the browser, all of these would
keep the image displayed so long as they were playing, but the screen
would turn to black the exact moment that the animation stopped). I
then installed Ubuntu to my system and the same was happening. In
tty3, in the CLI, the screen is constantly blinking (I think because
of the cursor), and it stays on while I type fast (consistent with the
symptoms described above).
Everything works normally when booting into liveUSB in compatibility
mode.
When connected to an external display via HDMI, everything behaves
normally on the external screen, but the laptop screen still has the
same behaviour explained above.
The same problem happens on every ubuntu version from 22 to 25, on
linux mint 21 and above, and on the latest version of Manjaro. It does
NOT happen on ubuntu 18 LTS, and on linux mint 20.3.
What I have tried:
-changing the refresh rate, changing the resolution
-setting power mode to performance
-disabling automatic screen blank in power saving options
-changing nvidia drivers to proprietary, then to xorg nouveau, then to older
nvidia versions (I suspect the problem lies with the intel integrated GPU)
-setting prime-profiles within Nvidia X server settings to use the nvidia GPU
-disabling any kind of power saving measure from the bios (UEFI)
-updating bios to the latest version
I tried asking for help in the #ubuntu IRC, but after a lot of
troubleshooting with them, they asked me to submit this as a bug.
Thank you! Hopefully this can be fixed so I can enjoy ubuntu on my
laptop!
