All snaps are not visible to the end-user

Bug description:
In 25.04 for several weeks, no snaps such as firefox are visible in
the menu.
snap list displays the snap
snap run firefox runs the snap, the snap itself is missing from the
menu.
checked in /var/lib/snapd/desktop/applications and all the .desktop
files are there
echo $PATH returns
/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games:/snap/bin
This is a regression from noble/oracular where snaps are visible and
work out of the box.
Other observations - in the live session, snaps are also not visible. The
snap installer does not launch either - you have to double click the desktop
icon to launch. Again a regression from oracular.
