Public bug reported:

According to
https://bugs.launchpad.net/ubuntu/+source/mountall/+bug/838091 the
fsck.ntfs file has not existed since 2011, and although a bug report was
raised, it was decided (in 2013) this would not be fixed. Therefore
initramfs-tools should no longer be trying to use it.
