Confirmed on 1.46.0-1ubuntu2.2. NetworkManager does not list dhcpcd as a plugin at all during its startup debug logging, and therefore can't select that plugin for use.

This can be seen from the buildlog (https://launchpadlibrarian.net/723169235/buildlog_ubuntu-noble- amd64.network-manager_1.46.0-1ubuntu2_BUILDING.txt.gz). dhclient was removed from the APT repository in Ubuntu 24.04, and dhcpcd is available. NetworkManager should support dhcpcd.
