Confirmed on 1.46.0-1ubuntu2.2. NetworkManager does not list dhcpcd as a
plugin at all during its startup debug logging, and therefore can't
select that plugin for use.

  NetworkManager does not support dhcpcd, though it supports dhclient.

  This can be seen from the buildlog
  (https://launchpadlibrarian.net/723169235/buildlog_ubuntu-noble-
  amd64.network-manager_1.46.0-1ubuntu2_BUILDING.txt.gz).

  dhclient was removed from the APT repository in Ubuntu 24.04, and
  dhcpcd is available.

  NetworkManager should support dhcpcd.
