Just going through some old bugs while investigating something else in
add-apt-repository, and I noticed this bug references LP: #1311056 which
I fixed some years ago (but after the last comment on this bug). I'm
setting this to incomplete as I suspect the root cause of this is indeed
LP: #1311056, which should no longer occur.

If this is still an issue for you, please reset to new, and I'll take a
further look.

  apt-add-repository can take machine down

Status in software-properties package in Ubuntu:
  Incomplete

Bug description:
  If apt-add-repository has to work with a file with 20000 entries, even
  when all but 20 are commented out, it will bring a machine slowly to a
  halt.

  IO writes of >100MB/s will happen, so basically saturating all
  available bandwidth of a rotating disk.

  This will bring a machine to a stand still due to extreme load.
