They're definitely used in Kubuntu when having "Apply system updates"
set to "After rebooting" and then updating with Discover. That's how I
first noticed this issue.

Bug description:
  My system language is German, but the language of the offline update
  progress no matter what theme is selected is in English. I'm using
  Kubuntu 24.10, currently testing this in a (VMware) VM. All packages
  are up to date as of the time I'm writing this report. Translations
  for the update progress definitely aren't handled by the Plymouth
  themes. I've tried copying a theme from Fedora (where offline update
  progress is correctly translated) to my Kubuntu install, but it was
  still in English.
