Easiest way to see it is to play a tearing test video that has vertical bars running across the screen. Seems that at regular intervals a previous frame is shown, its like the internal frequency calculation is off and corrects itself every couple of seconds. This happens with all players that I tried - Kodi, mpv, also happens in chrome and firefox when playing a youtube video. Tested it on 2 systems - this one is integrated intel graphics, second system is newer - with a intel arc A310 video card - both systems does exactly the same thing.
