Hey,

We've decided that mdadm is needed for very specific clouds and
therefore, shouldn't be a part of the seed. The said package has been
added to the image build hooks for the said cloud partner.

So marking this as invalid. Thanks.

Bug description:
  noble minimal cloud images don't have mdadm installed.
  This is a regression from jammy where the package was a part of minimal 
images.
  For ex. see noble download image manifest[0] vs jammy download image 
manifest[1].
  This is likely a bug in the ubuntu-cloud-minimal package.
