Bug description:
  [ Impact ]

   * Due to a wrong merge in
  speex (1.2.0-1ubuntu1) kinetic; urgency=low

    * Merge from Debian unstable. Remaining changes:
      - Build with float on armhf.

armhf was built without float on armhf

  [ Test Plan ]

To reproduce, check build logs: "--enable-fixed-point" should not be
  passed on armhf

[ Where problems could occur ]

There might be some performance issues, but reality is that armhf has FP
instructions and not using them looks stupid, and furthermore, they were
enabled since at least 2013, and disabled by mistake in kinetic+
something the Debian maintainer told me
