Local configuration # should be created by either modifying this file (or a copy of it placed in # /etc/ if the original file is shipped in /usr/), or by creating "drop-ins" in # the /etc/systemd/user.conf.d/ directory. The latter is generally recommended. (with variations on the actual directory name, of course) Since the .d method is the recommended way, the systemd package should create the empty directory as a way to reduce friction and make it more even more discoverable to the user.
