You have a couple options here. I think simplest would be to just add: bridges: br0: interfaces: [vlan1]
to your netplan config. This will generate /run/systemd/network/10-netplan-vlan1.network with: [Match] Name=vlan1 [Network] LinkLocalAddressing=no ConfigureWithoutCarrier=yes Bridge=br0 so the master will be configured correctly. Otherwise, you could add a drop-in configuration for vlan1 to set KeepMaster=true (I don't know if netplan has something for this)[1]. Either way, I do not think this is a bug.
