When 23.04 reaches EOL, that will then switch to mantic (23.10), but currently that is only available for test or QA purposes. Your filing against `apt` or a package tool does not fit with the title; https://launchpad.net/ubuntu-release-upgrader is the package involved in release-upgrades; and your bug title, package filing and description don't seem to match.
