Title:
  Salvador Brazil no difference between summer and wintertime

Status in tzdata package in Ubuntu:
  Fix Released

Bug description:
  Well i am actually in Brazil exactly in Salvador ;)
  So i setup the time on my Desktop obove right on Salvador (Bahia, Brazil). So 
my computer made automaticly change from winter to summer time on the 20th of 
october, but the locals told me that Salvador not made any changes in time.
  I am using Ubuntu 12.04 64bit
