tegra: Remove unused IOCTL implementations The DRM_TEGRA_GEM_{GET,SET}_FLAGS and DRM_TEGRA_GEM_{GET,SET}_TILING IOCTLs were badly designed and have since been obsoleted by framebuffer modifiers.
