Adding debdiff from Debian. During the merge, I noticed that the changelog.Debian.gz file is absent from sysvinit-utils in Ubuntu since we introduced our delta from Debian. I created https://bugs.launchpad.net/ubuntu/+source/sysvinit/+bug/1998324 and fixed it as part of the debdiff.
